New Jersey Supreme Court says law on Eyewitness Identification outdated: orders changes.   After appointing a special master to review the matter, and considering studies showing high rates of error, the New Jersey Supreme Court holds new safeguards are overdue.  The court takes 134 pages to explain why current SCOTUS jurisprudence is no longer sufficient to protect justice, and sets out new procedures for pre-trial hearings and admissibility.  8/26/11
